Job Description Summary

You will lead all financial responsibilities of a newly formed Project Company.

A secondary responsibility will be to support the Asia Commercial Leader in defining and executing GE Vernova Financial Services’ (GE VFS) commercial strategy in Asia.

Job Description

Leading fiscal and fiscal responsibility of the Project Company, the candidate will be responsible for the finance strategy of the business, including securing financial commitments from lenders to construct the project and achieve commercial operation. Including but not limited to:

  • Key partner to the Project Company President in setting the long-term objectives of the Company.

  • Oversight of financial policies and procedures, controllership, commercial project contracts and PPA performance, financial planning and reporting, controllership, tax, and treasury operations; ensuring that the Company is in compliance with the applicable accounting policies and procedures and all relevant legal, professional and regulatory requirements.

  • Develop overall financial and administrative objectives and policies for the Company in consultation with the EMD and recommend to the Board of Directors for their approval.

Commercially, the individual will be expected to establish & maintain relationships with energy sector players and GE Vernova industrial partners in Taiwan and select markets to originate project development and investment opportunities that support the deployment of GE Vernova technology.

Roles and Responsibilities

Raise non-recourse project finance debt

  • Work with Financial Advisor to define and implement strategy

  • Engage with lenders alongside Financial Advisor

  • Lead contract negotiations on behalf of the Project Company

Policies and procedures:

  • Implement financial policies, accounting procedures and administrative procedures for the Project Company

  • Monitor and ensure internal compliance with the financial, accounting and administrative policies

Oversight of accounting and IT systems:

  • Implement appropriate business and IT systems to ensure the provision of required financial information for the Board of Directors and the senior and line management teams

Management of relevant contracts from financial perspective:

  • Maximize benefits from and ensure compliance with all new and existing contracts entered into by the Project Company, including (but not limited to):

  • EPC contracts

  • PPA agreements

  • O&M Agreements.

  • Owner’s Engineer Agreement.

  • Other services, material or equipment supply contracts related to the construction and operation of the power plant

Risk Management:

  • Develop, in consultation with the Project Company President, and propose for approval by the Board of Directors risk management policies and procedures for the Company

  • Monitor risk management activities including administration of insurance policies, make recommendations to the Board of Directors in relation to those activities and prepare annual progress reports to the Board of Directors.

Staff Management:

  • Oversee accounting and administrative staff and manage the team’s ongoing personal development

  • Provide direction and supervision to employees under his supervision in performing their tasks

Budgeting:

  • In consultation with the Project Company President, manage the overall budget of the project company

  • Prepare annual budgets in consultation with the Project Company President

  • Conduct on-going review of the financial performance of the Company and investigate any variances from the stated budgets and operational plan. Report findings to the management and Board of Directors

Tax Compliance:

  • Oversight of the preparation of all tax returns for the Company required by applicable Law

  • Submission of appropriate tax returns to tax authorities and ensuring that the company complies with applicable tax laws at all time

Communications with lenders and shareholders:

  • Be responsible for day-to-day routine communication with the lenders and the Project Company shareholders

Reporting: Responsible for producing reports including:

  • Provision of agreed reports to shareholders in required formats

  • Any other reports required under the transaction documents or required by the Project Company Management

  • Lenders reports

  • Annual audited financial statements

  • Annual budgets and business plans

  • Monthly Management Reports.

  • Establish and maintain relationships with industrial players, utilities / IPPs, developers, investors, and lenders to expand GE VFS market presence in the region, and drive origination of new opportunities

  • Coordinate with GE Vernova Industrial partners on all aspects of deal screening, project development, deal structuring, investment, and financing

  • Take ownership of transactions and commercial initiatives in coordination with the Asia Commercial Leader and work with other GE VFS teams to evaluate and execute transactions

  • Attend, as necessary, GE VFS Investment Committee meetings to provide guidance on transactions and business opportunities

Required Qualifications

  • Bachelor’s degree in Accounting, Finance, Business Administration, Engineering or equivalent

  • Minimum 10+ years related energy project finance transaction experience in renewable energy and/or conventional (gas) power

  • Business development, origination, and industry segment experience, with strong preference to power sector experience

  • Financial modeling and structuring experience, as well as experience in negotiating large, complex deals

  • Fluency in written and spoken English and Mandarin Chinese

  • Ability and willingness to travel up to 50%

Desired Characteristics

  • MBA, CFA, or similar

  • Asia market experience

  • Financial services experience

  • Established network of utility, IPP, financing institution, and/or investor relationships in the power sector

  • Knowledge of investment products across the capital structure and deal lifecycle

  • Knowledge of capital markets and export financing

  • Knowledge of the GE Vernova business or market domain

  • Proven track record of successful project origination and execution, preferably on the buy-side / as principal investor

  • Project development experience

  • Skilled communicator who can influence a wide range of audiences via balanced risk/reward approach to deals

  • Experience in a matrixed environment

  • Strong team player with excellent influencing and leadership skills
